When it was first established in 1919, National Chung Hsing University (NCHU) only had one department—the Department of Agroforestry. Since that time, it has become one of Taiwan’s most long-standing comprehensive research universities and the third largest national university on the island, with 12 colleges spanning the fields of the humanities and social sciences, science and technology, agriculture and medicine. Today, NCHU is continuing to build on its rich history as an educational institution by developing programs that equip students with a strong competitive advantage, with the ultimate goal of becoming a world-class comprehensive research university with far-reaching influence.
Founded in 1919 as the Government-General of Taiwan’s Advanced Academy of Agronomy and Forestry, NCHU attained its present form in 1971 following numerous school mergers and name changes. As of 2022, the University has 12 colleges of Liberal Arts, Agriculture and Natural Resources, Science, Engineering, Life Sciences, Veterinary Medicine, Management, Law and Politics, Electrical Engineering and Computer Science, Medicine, Academy of Circular Economy and Innovation and Industry Liaison. With more than a century of history, NCHU is one of the most long-standing higher education institutions in Taiwan.

1. “Campus bullying” refers to any type of bullying behavior imposed on students of the University on or off campus by any faculty member, employee, contract worker, or student, regardless of their affiliation with NCHU.
2. Elements that constitute campus bullying:
- Behavior that disadvantages the victim
- Intent to harm the victim
- Causing physical or emotional damage to the victim
- Unequal power relations existing between the imposer and the victim.
- Other incidents deemed as bullying by the Campus Bullying Response Group.
3. The Ministry of Education Anti-Bullying Hotline (1953) has specialists online 24/7 to offer counseling and bullying reporting services.
- To provide faculty, staff, and students with comprehensive medical consultation services, NCHU has appointed five of the directors and attending physicians employed by its affiliated teaching hospital to each offer a session of professional medical consultation one day per week.

- Pursuant to the Pharmaceutical Affairs Act, campus physicians may only provide medical consultation and will not be able to prescribe any oral or external medications.
- When receiving a suspicious phone call, remember the “hear, hang up, and verify” principle. Hang up the phone immediately if you hear something suspicious, and call the 165 Fraud Prevention Hotline for verification. Do not transfer any money at a bank or ATM to avoid being scammed.
- Fraud prevention: Please add Trend Micro Fraud Prevention Pro as a friend on LINE, install the Trend Micro Check browser extension, turn off iMessage when not in use, and keep the 3C (calm-check-call) principle in mind.
- What to do if you have been scammed: Collect the necessary supporting documents and file a police report at the local police station or via the National Police Agency website, through which you may follow up on updates to your case.
The school cafeteria is operated by a contractor that offers a variety of dining options, including an à la carte buffet, themed restaurants, a fast food place, and a convenience store. The cafeteria is a great place to hang out with other faculty members, students, and people from neighboring communities.
The NCHU Sports Facilities Management Regulations provide details (including application procedures and a fee schedule) for renting sports venues at the University (including the gym, sports field, rock-climbing wall, swimming pool, outdoor basketball courts, and outdoor volleyball courts) as well as usage guidelines and notices for each venue. The regulations also contain information on the available hours of all sports facilities during school semesters and summer/winter vacations.
To support our faculty and students in teaching, research, and learning, the NCHU Library website offers a wide range of services, including resource inquiries, reader service, and the latest news. The Library currently has more than 2 million top-quality books, journals, and electronic/digital resources available for quick access by faculty members and students.
Founded in 2012, the National Chung Hsing University (NCHU) Press publishes works by NCHU faculty and students. By specializing in publishing academic monographs and scholarly journals, the NCHU Press promotes the production of scholarly works and strengthens the reputation of NCHU as a research university.
To support faculty members’ and students’ teaching, research, learning, coursework, and recreational needs, the NCHU Library Multimedia Center has a wide collection of audiovisual media, tabletop games, and scientific exploration materials produced in Taiwan and abroad featuring educational and informative contents. The center also offers well-equipped spaces for faculties and students to use. The “Media Maker Space” is a public multimedia platform that supports mobile phones, desktops, and tablet computers. It provides open workspaces and discussion communities to allow readers to exchange ideas on audiovisual creations.
As part of NCHU’s 100th Anniversary, the area in front of the 1F copy room was remodeled into the NCHU Collection, which showcases around 1,500 works by NCHU faculty members as a means of demonstrating the University’s academic influence and the efforts of university faculty to pursue the advancement of research and knowledge. The official opening ceremony of the “NCHU Collection” was held on November 28, 2019.
The library processes book donations according to the “The National Chung Hsing University Library Guidelines for Donating Library Materials”.
Donors are asked to fill out the National Chung Hsing University Library Donated Library Materials Processing Form and List of Donated Library Materials and e-mail them to lcshaw@dragon.nchu.edu.tw. Alternatively, donors may hand copy of each form to staff at the Circulation Desk.

The Reference desk provides library patrons with information about the library resources and services of the Library, whether via the Internet, telephone, email or in person. A “frequently asked questions” (FAQs) section is also available.

Email accounts issued to NCHU students and faculty members may only be used for official or academic research purposes.
Wireless Internet may be accessed via an authentication webpage. NCHU faculty members and students can select the “NCHU” network and enter their email address and password to get connected.
Devices must be assigned a fixed IP address to access the campus network.
Please contact the network administrator at your department office to request an IP address, and please abide by the Campus Network Usage Guidelines.
Faculty members and students can access the Google for Education service, which includes Gmail, Google Drive, and other useful applications. Please note that Gmail accounts are NOT considered official NCHU accounts. Internal messages will be sent to your @nchu.edu.tw and @mail.nchu.edu.tw accounts only. Pursuant to the Ministry of Education’s Education Email Service and Safety Management Guidelines, public and important official matters must be communicated via official, school-issued email accounts.
The Computer and Information Network Center procures software and updates based on the needs of the University on an annual basis.
Unless otherwise noted, software licenses are valid on NCHU campuses only.

The University offers single sign-on (SSO) service to allow for easy access to important online resources without requiring separate authentication. Users only need to remember one set of login credentials to access all online services.
The NCHU Art Center organizes art exhibitions and cultural exchanges, assists in the beautification of the campus, and works to improve faculty and students’ appreciation of art and strengthen their aesthetic education. The Center invites well-known local and international artists to hold exhibitions at the University after recommendation and approval by a consulting and review committee composed of experts and scholars. Each exhibition usually lasts about a month, and an average of eight art exhibitions are planned every year. The Center also organizes activities, international exchanges, lectures, presentations, symposiums, workshops, and other art and cultural events in conjunction with university campaigns. Additionally, the Center has a well-equipped curation room with a collection of over 1500 artworks, and publishes collection catalogues as a medium to promote cultural exchange.
General waste disposal: General waste (including kitchen waste) is collected by campus garbage trucks at fixed locations between 8:20–10:35 a.m. every business day.

Recycling: Recyclable materials are collected by recycling trucks at fixed locations between 8:20–10:35 a.m. on Tuesdays and Fridays.

1. Through the Cashier Division system: Log in with your staff ID number and password. The default password is your national ID or unified identification number.
2. Through the payment inquiry system: Individuals may log in with their national ID and password. The default password is their national ID number, and first-time users are required to change their password before they can access the system.
The minimum legal age for drinking and smoking is 20 in Taiwan, and driving under the influence of alcohol is strictly prohibited by law. Furthermore, cigarettes and alcoholic beverages are prohibited throughout NCHU.Many international students have fallen victim to scam calls, which are prevalent in Taiwan. As a reminder, do not provide any personal information such as your bank account number, online banking login credentials, date of birth, and even the romanized spelling of your name, as such information can be used to gain control of your bank account. When you receive a call from an unknown caller who claims to be a government, telecom, or bank employee, do not answer any questions or listen to their orders. Your best course of action is to hang up immediately, or ask for their number and report it to the 165 Antifraud Hotline (reachable by cellphones) to see if it is indeed a scam call.
Professors may reserve reference materials for their courses. These may include books, periodicals, multimedia materials, journal articles, electronic resources, or self-made materials.Students can use the WebPAC’s “Course Reserves” function to look up and read materials for the current semester.To access course reserve materials, please present your student ID at the 1F Reference Information Desk or the 3F Multimedia Center and provide the name of the course and instructor.Please follow the usage guidelines so that more students are able to utilize course reserve materials.

The NCHU Library Digital Maker Studio provides an environment that fosters innovation, proactive learning, self-exploration, and creative thinking in all subject areas. Established as an agricultural school, National Chung Hsing University not only has contributed significantly to the development of Taiwan’s agriculture but also excels on multiple academic fronts. The University’s achievements in biological, agricultural resources, scientific, engineering, humanities, and social sciences research are hard to ignore. In 2012, the NCHU Library founded the NCHU Press, whose purpose is to encourage faculty members and students to share their outstanding teaching and research achievements with the world through academic publishing. The NCHU Press’ vision is to strive for excellence in scholarly publishing and the promotion of knowledge by releasing quality academic works, with the ultimate goal of becoming one of the world’s leading university presses.
Since May 2006, our university has been promoting the digitization of theses. The system has collected over 34,000 theses from June 2006 to the present, while offering services for thesis submission, browsing, and searching.
National Chung Hsing University Instructions for Applying for a Library Tour
The Library provides NCHU faculty, staff, and students with interlibrary loan service from the libraries of 24 partner universities in Central Taiwan, 24 other academic institutions and higher education institutions, and 3 teaching hospitals.
The NCHU Library built the Digital Learning Resources Platform to satisfy readers’ desire to learn no matter the time or place. The Platform contains library guides, library resource utilization courses, database query instructions, lectures, and computer software courses.
According to Article 17 of the ‘Rules of Labor Health Protection,’ employers shall provide regular general health examinations for their employees based on the following conditions:
Annual health examinations for employees over the age of 65.
Health examinations once every three years for employees between the ages of 40 and 65.
Health examinations once every five years for employees under the age of 40.
Employees in other age groups shall receive periodic health examinations.
For example, a 30-year-old employee who received a new employee health examination in 2016 will be required to undergo another health examination in 2021.
An investigation into occupational accidents reveals that the majority (>80%) of accidents are caused by human error or unsafe behavior.
The most effective way to prevent such accidents is through labor safety and health training. This training helps promote safe working methods and correct hygiene practices, thereby preventing losses or injuries caused by occupational accidents.
The investigations into occupational accidents found that ‘man-caused factors’ are the major reasons behind these incidents. Approximately 80% of unsafe actions originate from human activities.
The prevention and control measures rely on the promotion of “labor occupational health and safety education and training.” This education and training help establish safe working methods and correct hygiene concepts for employees, effectively preventing losses and damages caused by occupational accidents.
Pursuant to Articles 30 and 31 of the ‘Occupational Safety and Health Act,’ employers are required to institute hazard assessments, controls, and hierarchy management measures for work that is potentially hazardous to maternal health. Violators are subject to a fine ranging from NT$30,000 to NT$300,000.
In accordance with the law, NCHU shall implement maternal health protection measures for its employees. As a result, pregnant employees are granted priority usage of ‘maternity parking spaces’ painted in pink, along with a discount on vehicle parking fees.
Eligibility: Female employees who are pregnant, who have given birth to a child in the most recent one-year period, or who are still breastfeeding.
To aid in the enforcement of the school-wide laboratory risk management system for better supervision and management of the occupational safety and health of personnel at on-campus research venues, faculty members are required to provide the following information through the Research Venue Operations Management System.
The University’s research venues are divided into the following three levels pursuant to the Occupational Safety and Health Management Act:
1. Level 1: High-risk venues (The University currently has no Level 1 laboratories);
2. Level 2: Medium-risk venues (e.g., laboratories and other venues for experiments in the College of Science, College of Engineering, College of Agriculture and Natural Resources, College of Life Sciences, and College of Veterinary Medicine);
3. Level 3: Low-risk venues (e.g., research rooms and offices in the College of Liberal Arts, College of Law and Politics, and College of Management).
To ensure the compliance of research venues managed by venue representatives (faculty members) and the cooperation of personnel (faculty members, laborers, and/or students) with the applicable provisions of the Occupational Safety and Health Act, please update the Research Venue Operations Management System with the following information to help the University better manage its research venues:
1) Basic information of the research venue
2) Identification of especially hazardous operations
3) Personnel information
4) Information on certified/licensed technicians
5) Information on internal training procedures
6) Information on chemicals used
It’s Foreign Student Insurance (International Students’ Group Medical Insurance). FSI is provided for the foreign students who are not eligible for National Health Insurance. A foreign student who does not have NHI is mandatory to enroll in the FSI plan, and the fee will be included in the tuition bill.
Rights and Responsibilities for International Students(Foreigners) Joining the National Health Insurance (NHI).
Program of the R.O.C.Foreigners with an Alien Resident Certificate (ARC) who have resided in Taiwan for more than six months are required to enroll in the National Health Insurance (NHI) program. (Within the six months, if the applicant leaves Taiwan for 2 times and more, or the departure time is longer than 1 month, the period will be recalculated.)
It’s Students Safety Insurance. SSI is required as the basic insurance plan for all registered NCHU students. All NCHU degree-seeking students are required to enroll in the SSI plan every semester.
In 2024, NCHU signed contracts with 34 designated medical institutions, including 10 hospitals and 24 clinics, to offer discounts on consultation registration fees and certain out-of-pocket medical expenses for our faculty and students.
