Labor Insurance

To file a labor insurance claim, download and fill out the appropriate form on the Bureau of Labor Insurance website and submit it to the Personnel Department, which will review the form and attach a seal of approval.

Work Permits for International Faculty Members

International faculty members are required to submit a scanned copy of their highest diploma and passport information page (passport must be valid) and an electronic copy of their headshot to the responsible person of their respective department so that the University can request a work permit from the Ministry of Education for such them. If approved, the hiring academic unit must assist the faculty member with securing a visa and alien residence certificate. Please note that visa requirements may vary for individuals of different nationalities, and it is recommended that each unit’s responsible person first consult with the Ministry of Foreign Affairs as to whether a prospective faculty member is eligible for a visa. This applies to the appointment of all international full-/part-time faculty members, project faculty members, Ministry of Education Yushan Scholars, and visiting personnel.

Retirement, Pensions, and Extensions of Service

To apply for retirement, faculty members must submit a photocopy of their household registration transcript, postal savings passbook cover, and designated civil service pension account passbook cover; the original copy of their teaching certificate (if certified to teach at multiple levels of education, all valid certificates); and a 1-inch photo.

To apply for survivor’s benefits, the family of the deceased faculty member need to submit the original copy of a death certificate or a household registration transcript indicating the faculty member’s death, the household registration transcript indicating each surviving family member’s right to inheritance, and a transcript of each eligible family member’s individual household registration. A photocopy of the chief beneficiary’s bank account passbook (must be a postal savings account or designated civil service pension account) and proof of burial/cremation are also required.

To request an extension of service, the provisions of the NCHU Directives Governing the Extension of Service by Professors and Associate Professors apply.

Guidelines on Part-Time Work and Teaching Engagements for Contract Personnel

In principle, contract personnel are prohibited from pursuing part-time work or teaching engagements within or outside of NCHU, except where the University’s official business requires it and where such engagements will not interfere with regular duties. Contract personnel may be approved by the head of the competent unit to participate in up to two projects within the University, the remuneration for which may not exceed 40% of their base salary.

Work Permit (for international faculty members)

Documents required to apply for a work permit: International faculty members should submit a headshot, valid passport, proof of their highest level of education, and copy of their letter of appointment (please print on both sides) and minutes of the University Faculty Evaluation Committee (all documents shall be submitted electronically in PDF format) to the Personnel Office for processing at least 10 days before the initial date of appointment.

Procedures for faculty appointments and promotions

Procedures:

  1. New faculty members:Depending on whether the new faculty member is hired to fill college-controlled quota or University-controlled quota, the competent college as well as the Office of Academic Affairs and Personnel Department will be notified of the appointment, with the former handling matters related to the external publications review. A letter of appointment will be issued following approval by all three levels of faculty evaluation committees. New faculty members must report to the University by the start of their first semester (i.e., by August 1 or February 1). The Personnel Department will request the issuance of a teaching certificate from the Ministry of Education at a later date.
  2. Faculty promotions:Faculty members seeking a promotion or change of appointment must submit an application for review by all three levels of faculty evaluation committees, which will issue the letter of appointment. The Personnel Department will request a teaching certificate from the Ministry of Education at a later date.

Procedures for reviewing qualifications of faculty

1. Review procedures:

1) New faculty appointments require passage by all three levels of faculty evaluation committees, after which the new faculty member may report for duty. Faculty promotions also require passage by all three levels of faculty evaluation committees.

2) Faculty members who do not possess a teaching certificate for their new faculty rank must fill out the necessary teacher qualification information on the Ministry of Education’s Higher Education Teacher Review System.

3) The Personnel Department will help ensure the accuracy of the submitted information and request a teaching certificate from the Ministry of Education.

2. Processing timeline:

1) New faculty members must be reported to the Ministry of Education for review within three months of initial appointment. Appointments of those who are approved will be made retroactively effective from the year and month indicated on their letter of appointment.

2) Promoted faculty members must be reported to the Ministry of Education for review within three months of the start of the semester. Appointments of those who are approved will be made retroactively effective from the start of the same semester.

Faculty Appointments (for project-based teachers)

Types:

  1. Full-time project researchers
  2. Full-time project teachers
  3. Full-time regular project teachers
  4. Full-time clinical project teachers

Appointments and submission of review:

1. The appointment, review, and promotion regulations for quota-based, full-time faculty members and researchers also apply to project teachers.

2. Project teachers who do not require a qualifications review and project researchers who do not require a promotion must undergo a review conducted by a Project-Based Faculty Member and Researcher Appointment Review Committee set up by the appointing unit before referral to the University President for appointment. The committee will have at least five members, with the unit director serving as convener and the remaining seats filled by associate professors (or professors of a higher rank) specializing in a related field of studies.

Research Assistant (RA) appointments

Procedures:

  • Internal applications:
  1. Please apply for appointment as a research assistant or post-doctoral fellow via the Project Personnel EZ-Come System (https://psf.nchu.edu.tw/EZcome/). Sign up with the internal project number and your ARC number to obtain your login credentials, then log into the system to file the application.
  2. Please log into the system, verify the appointment requirements, fill in your basic information, upload the required documents (such as ARC, work permit, etc.), and submit the application. You may keep track of the progress of your application within the same system.
  3. Following a review by the principal investigator, appointments must be submitted by 3 p.m. on the day the project personnel report for duty so that the University may process labor insurance and national health insurance applications on the same day.
