The NCHU Art Center organizes art exhibitions and cultural exchanges, assists in the beautification of the campus, and works to improve faculty and students’ appreciation of art and strengthen their aesthetic education. The Center invites well-known local and international artists to hold exhibitions at the University after recommendation and approval by a consulting and review committee composed of experts and scholars. Each exhibition usually lasts about a month, and an average of eight art exhibitions are planned every year. The Center also organizes activities, international exchanges, lectures, presentations, symposiums, workshops, and other art and cultural events in conjunction with university campaigns. Additionally, the Center has a well-equipped curation room with a collection of over 1500 artworks, and publishes collection catalogues as a medium to promote cultural exchange.

* There are six types of student award: honorary merit, minor merit, major merit, certificate of appreciation, medal, and prize money.
* There are seven types of student penalty: written warning, censure, minor demerit, major demerit, probation, expulsion, and revocation of academic standing.
* Course instructors and other relevant units may recommend a student award or penalty to the NCHU President for approval, but must cite the applicable regulations for said award/penalty and must do so in accordance with the applicable procedures.
* The procedures for the issuance of student awards and penalties are as follows:
1. Honorary/minor merits, censures, and minor demerits may be recommended by course instructors and other relevant units by providing the necessary supporting documents.
2. Major merits (or greater awards) and major demerits (or more severe penalties) require review and passage by the Student Reward and Disciplinary Committee, approval by the NCHU President, and promulgation by the University.
3. When reviewing major awards and penalties, the Student Reward and Disciplinary Committee will request the involved academic units, directors, academic advisors, and other related personnel to attend its meeting. The student(s) in question must also be provided with an opportunity to make a statement or counterargument.
4. The official document for each student award and penalty must clearly indicate the award/penalty being issued, the associated facts, the reason for the award/penalty, and the method, deadline, and competent authority for appeals.
5. Students’ parents or legal guardians will be notified in the event of a major merit or demerit.
* Students’ award and penalty records may not be cleared so long as they remain enrolled. However, first time offenders who are issued a minor demerit (or less severe penalty) may apply to have the penalty erased from their record. The guidelines for doing so are to be formulated separately.
* Award and penalty records remain in effect for students who apply to reinstate their student status after a temporary suspension of studies.

Taichung City is located in the heart of Taiwan and serves as an important hub of transportation for people traveling between the northern and southern parts of the island. The weather here is mostly sunny throughout the year. With an average temperature of 23.3 °C (73.9 °F), it has been named Taiwan’s most livable city. July–August are the warmest months and January–February are the coolest. During daytime, the temperature is always warm (and sometimes hot), even in the winter. However, at night in winter, temperatures can drop significantly.

Each University varsity team holds tryouts to recruit new players. Depending on their student status, members of a varsity team may receive physical education credits for time spent in training. The number of required physical education courses is as follows:
1. Students selected for athletic achievements: Such students must participate in varsity team training, activities, and competitions or assist in department-organized athletic events (coach’s approval required) in their first three academic years (six consecutive semesters) at NCHU and must obtain a passing grade in order graduate (applicable to students admitted in or after Academic Year 2015–16). However, students whose sport does not correspond with any varsity team of the University may be exempt from the preceding restriction and may select physical education courses as regular students do.
2. Regular students who make a varsity team are subject to a trial period for their first semester on the team (during this time, they are not considered formal members of the team and must select physical education courses as normal students do). Only after passing a test by the coach may they be officially recognized as a team member and receive physical education credits for time spent training, which may be combined with the course credits they have already obtained. Students who accrue 4 semesters’ worth of physical education credits are eligible to graduate. Varsity team members are obligated to assist the Office of Physical Education and Sports in organizing sports competitions and events.

1. Review procedures:

Appointments and submission of review:

1. The appointment, review, and promotion regulations for quota-based, full-time faculty members and researchers also apply to project teachers.

Project teachers who do not require a qualifications review and project researchers who do not require a promotion must undergo a review conducted by a Project-Based Faculty Member and Researcher Appointment Review Committee set up by the appointing unit before referral to the University President for appointment. The committee will have at least five members, with the unit director serving as convener and the remaining seats filled by associate professors (or professors of a higher rank) specializing in a related field of studies.

International faculty members are required to submit a scanned copy of their highest diploma and passport information page (passport must be valid) and an electronic copy of their headshot to the responsible person of their respective department so that the University can request a work permit from the Ministry of Education for such them. If approved, the hiring academic unit must assist the faculty member with securing a visa and alien residence certificate. Please note that visa requirements may vary for individuals of different nationalities, and it is recommended that each unit’s responsible person first consult with the Ministry of Foreign Affairs as to whether a prospective faculty member is eligible for a visa. This applies to the appointment of all international full-/part-time faculty members, project faculty members, Ministry of Education Yushan Scholars, and visiting personnel.

1.  All principal investigators and co-investigators must be quota-based, full-time personnel of the University.

2. The three types of research projects are as follows:

  • General research projects: The application period is in November–December each year. Exact dates will be announced by the NSTC.
  • New personnel research projects: Projects led by a domestic/international teacher or researcher who has fewer than five years of teaching/research experience or who has graduated with a doctoral degree in the past five years are eligible. Applications for such projects should be made upon the initial appointment date or within three years of the conferral of the doctoral degree and will be reviewed on an ad hoc basis. Limit one project per person.
  • Call-for-proposal projects: Please refer to announcements made by the NSTC.

3. Virement under an same approved budget may be processed in accordance with applicable regulations based on actual needs.

4. All principal investigators and researchers must complete at least six hours of academic ethics training.

Applicants must be teaching/research staff or first-level administrators at the University (including principal investigators of NSTC-funded projects).

  • The three types of recipients are:
  1. Chair professors: Including Distinguished Chair Professors and Chair Professors (limited to international science and technology personnel)
  2. Visiting scholars (limited to international science and technology personnel)
  3. Doctoral level researchers: Exceptional domestic or international science and technology personnel holding a doctoral degree
  • Application time frame: Applications are reviewed as they are received, but should be submitted one month before the initial date of appointment.

  1. Chair professors and visiting personnel: Recommended by the University following an internal review and approval process
  2. Doctoral level researchers:

1) Those participating in an NSTC project: Applications may be submitted together with the NSTC project application, or separately following approval of the NSTC project.

2) Those participating in an NCHU self-funded project or in charge of technology management: Applications may be submitted separately to the NSTC.

  • Funding period:

  • Only one subsidy is allowed per individual per fiscal year. Principal investigators of NSTC projects who already have an “international scholarly conference” account are ineligible to receive further subsidies.
  • Persons with a severe disability (supporting documents required) who must be accompanied by an aid in order to attend a scholarly conference may receive an additional subsidy to cover the aid’s travel expenses.
  • Conferences held in mainland China must be organized by an international academic organization (or chiefly organized by an international academic organization and co-organized by mainland China).
  • Recipients should file for reimbursement within one month of their return to Taiwan, and a conference report and account settlement form must be submitted to the NSTC’s system.

Only new faculty members working at the University are eligible to apply.

  • “New faculty members” refers to full-time faculty members hired by the University within the past year. With justifiable cause, those who are unable to apply within their first year at the University may do so in their second year.
  • Please submit your application to the NCHU Academic Research and Development Service Portal together with the following application documents:
  1. A short proposal (max. 10 pages; must include the project title, abstract, background, specific objectives, methodology, expected outcomes, and budget)
  2. A personal information sheet (in the NSTC-stipulated format)
  3. An itemized, approved budget issued by the external sponsoring organization(s) or proof of college/department subsidies
  4. A quote for any equipment requiring subsidization
  • Application deadline: By the first day of March, June, and September each year
  • In principle, each award recipient is entitled to up to NT$300,000 in subsidies, with the exception of researchers with outstanding performance.
  • Subsidy depletion deadline: Capital accounts are available from March 1 to October 31, while current accounts are available from March 1 to December 25.

  1. Faculty members (including researchers) working at the University
  2. Postdoctoral researchers
  • Online application documents include but are not limited to the following:

  • Applicants must submit their application by the deadline closest to (prior to) their departure (by the first day of either March, June, September, or December each year).
  • Only keynote speakers, invited speakers, or those performing other important tasks or presenting a paper at a conference are eligible to apply. In principle, eligible papers must be published under the auspices of NCHU and be primarily about research activities conducted at the University.
  • The subsidy covers flights and conference registration and is limited to the following amounts: NT$45,000 for conferences in Europe, Africa, or the Americas; NT$30,000 in Oceania, and NT$20,000 in Asia.
  • Each person may receive one subsidy per fiscal year.
  • Attendees of gender studies conferences and those serving in crucial roles at a conference may be granted an exemption from the preceding limitation. However, only airfare will be subsidized from the second conference onwards.
  • Please first write off any remaining balance of a project’s international travel expense account or apply for external funding before applying with the University.
  • Conferences held in Taiwan, Hong Kong, or mainland China by non-international organizations are ineligible.

Current doctoral and master’s degree students of the University are eligible to apply:

  • Online application documents include but are not limited to the following:
  1. An application form
  2. Proof of paper acceptance
  3. Abstract of the accepted paper
  4. A copy of the official letter of approval issued by the external sponsoring organization
  • Applicants must submit their application by the first deadline following their receipt of the official letter of approval issued by the external sponsoring organization (the first day of either March, June, September, or December 1 each year).
  • The subsidy is limited to one person per paper (whether presented orally or in the form of a poster).
  • The subsidy covers flights and conference registration and is limited to the following amounts: NT$10,000 for conferences held in Asia or NT$20,000 for all other continents.
  • Each person may receive one subsidy per fiscal year.

  • Only conferences held by international organization outside of Taiwan are eligible. International conferences held by organizations based in mainland China, Hong Kong, or Macau are ineligible.

Doctoral and master’s degree students studying at the University (excluding in-service programs) are eligible to apply:

  4. A letter of recommendation signed by the advisor (please indicate the applicant’s foreign language proficiency)

  • The subsidy is limited to one person per paper (whether presented orally or in the form of a poster).
  • The subsidy covers flights and conference registration.n- Subsidies must only be used for their designated purposes. Except in the event of revocation, requests for changes must be made via the online system prior to the conference and will only become effective upon approval by the NSTC.
  • Conferences held in mainland China must be organized by an international academic organization (or chiefly organized by an international academic organization and co-organized by mainland China).
  • Each person may receive one subsidy per fiscal year. Those who have already received a subsidy may not apply for any other further international conference subsidies as a graduate student or otherwise in the same academic year.
  • Subsidy recipients must submit a conference report and account settlement form to the NSTC’s system within 15 days of the conference’s conclusion in order to file for reimbursement.

Applicants must be the first or corresponding author of the thesis.The thesis must be a full academic journal article published in SCIE (Science Citation Index Expanded), SSCI (Social Sciences Citation Index), or A&HCI (Art & Humanities Citation Index).

Please submit a photocopy of the published paper as it appears in the journal (or a copy of the final draft along with the proof of acceptance/publication), obtain the signature of your advisor, and submit the application to the head of your department, the dean of your college, and the Chief of the Student Life Division for approval.

1. In principle, each full-time faculty member of the University may receive the grant up to three times in their first 10 years of employment.

2. This grant is intended only for the procurement of instruments, books, and electronic resources. faculty member must first attempt to secure funding from external sources (such as the Ministry of Education, National Science and Technology Council, Council of Agriculture, Ministry of Health and Welfare, Ministry of Economic Affairs) before they apply for this grant.

3. In principle, faculty member that have requested full funding from external agencies but are subsequently granted only partial funding will be given priority. The grant amount may not exceed NT$500,000 or the amount of funding provided by the external agency, whichever is smaller.

1. Pursuant to the NCHU Directives for the Management of Revenues and Expenditures from Industry-Academia Collaboration Projects, the purpose of this grant is to enhance the quality of research and the University’s general development.

2. The following units and individuals are eligible for the grant:

1) NCHU units organizing an international or national scholarly conference

2) Organizers of scholarly activities that are attended by NCHU faculty members and students and/or individuals not affiliated with the University

3) International experts/scholars who are engaged in academic research at the University

4) NCHU faculty members whose papers are accepted by a scholarly journal

5) NCHU faculty members and students who are going abroad to present research findings, give lectures, or participate in academic exchanges

6) Organizers of training workshops for faculty members and students from NCHU and foreign academic institutions

* There are seven types of student penalty: written warning, censure, minor demerit, major demerit, probation, expulsion, and revocation of academic standing.
* Course instructors and other relevant units may recommend a student award or penalty to the NCHU President for approval, but must cite the applicable regulations for said award/penalty and must do so in accordance with the applicable procedures.
* The procedures for the issuance of student awards and penalties are as follows:
1. Honorary/minor merits, censures, and minor demerits may be recommended by course instructors and other relevant units by providing the necessary supporting documents.
2. Major merits (or greater awards) and major demerits (or more severe penalties) require review and passage by the Student Reward and Disciplinary Committee, approval by the NCHU President, and promulgation by the University.
3. When reviewing major awards and penalties, the Student Reward and Disciplinary Committee will request the involved academic units, directors, academic advisors, and other related personnel to attend its meeting. The student(s) in question must also be provided with an opportunity to make a statement or counterargument.
4. The official document for each student award and penalty must clearly indicate the award/penalty being issued, the associated facts, the reason for the award/penalty, and the method, deadline, and competent authority for appeals.
5. Students’ parents or legal guardians will be notified in the event of a major merit or demerit.
* Students’ award and penalty records may not be cleared so long as they remain enrolled. However, first time offenders who are issued a minor demerit (or less severe penalty) may apply to have the penalty erased from their record. The guidelines for doing so are to be formulated separately.
* Award and penalty records remain in effect for students who apply to reinstate their student status after a temporary suspension of studies.

Taichung City is located in the heart of Taiwan and serves as an important hub of transportation for people traveling between the northern and southern parts of the island. The weather here is mostly sunny throughout the year. With an average temperature of 23.3 °C (73.9 °F), it has been named Taiwan’s most livable city. July–August are the warmest months and January–February are the coolest. During daytime, the temperature is always warm (and sometimes hot), even in the winter. However, at night in winter, temperatures can drop significantly.

Each University varsity team holds tryouts to recruit new players. Depending on their student status, members of a varsity team may receive physical education credits for time spent in training. The number of required physical education courses is as follows:
1. Students selected for athletic achievements: Such students must participate in varsity team training, activities, and competitions or assist in department-organized athletic events (coach’s approval required) in their first three academic years (six consecutive semesters) at NCHU and must obtain a passing grade in order graduate (applicable to students admitted in or after Academic Year 2015–16). However, students whose sport does not correspond with any varsity team of the University may be exempt from the preceding restriction and may select physical education courses as regular students do.
2. Regular students who make a varsity team are subject to a trial period for their first semester on the team (during this time, they are not considered formal members of the team and must select physical education courses as normal students do). Only after passing a test by the coach may they be officially recognized as a team member and receive physical education credits for time spent training, which may be combined with the course credits they have already obtained. Students who accrue 4 semesters’ worth of physical education credits are eligible to graduate. Varsity team members are obligated to assist the Office of Physical Education and Sports in organizing sports competitions and events.

The NCHU Art Center organizes art exhibitions and cultural exchanges, assists in the beautification of the campus, and works to improve faculty and students’ appreciation of art and strengthen their aesthetic education. The Center invites well-known local and international artists to hold exhibitions at the University after recommendation and approval by a consulting and review committee composed of experts and scholars. Each exhibition usually lasts about a month, and an average of eight art exhibitions are planned every year. The Center also organizes activities, international exchanges, lectures, presentations, symposiums, workshops, and other art and cultural events in conjunction with university campaigns. The Taiwanese Government offers a variety of scholarships for international students. Please direct your inquiries to the Taiwan consular office in your home country. The University offers the NCHU International Scholarship, a one-year scholarship available to both new and current students. Semesterly teaching assistant stipends are also available to graduate students who serve concurrently as teaching assistants.

An investigation into occupational accidents reveals that the majority (>80%) of accidents are caused by human error or unsafe behavior.

The most effective way to prevent such accidents is through labor safety and health training. This training helps promote safe working methods and correct hygiene practices, thereby preventing losses or injuries caused by occupational accidents.

The investigations into occupational accidents found that ‘man-caused factors’ are the major reasons behind these incidents. Approximately 80% of unsafe actions originate from human activities.

The prevention and control measures rely on the promotion of “labor occupational health and safety education and training.” This education and training help establish safe working methods and correct hygiene concepts for employees, effectively preventing losses and damages caused by occupational accidents.

Textbook Service allows the NCHU faculty to submit textbook requests to the Library. It aims to work with instructors to make assigned textbooks available to students. Patrons can refer to the textbook lists through the Library’s website as well. The 160-seat Reading room is located on B1F and is available to NCHU faculty, staff, and students from 8 a.m. (9 a.m. on weekends and holidays) to midnight. Each seat is equipped with a reading lamp, USB port, and power outlets. Seats are divided into three zones. Zone A seats are provided on a first-come-first-serve basis. Zone C is the quiet area, and the use of notebook computers is prohibited in this area. Readers may make reservations through the Space Booking System up to 14 days in advance. Seats may be reserved for up to 8 hours at a time.

1. Pursuant to Article 2 of the University’s Regulations Governing the Management and Utilization of Research and Development Outcomes, the intellectual property rights of research and development (R&D) outcomes produced by faculty members and students using NCHU resources belong solely to the University unless otherwise stipulated in a separate contract or other applicable regulations. Faculty members who wish to apply for a patent must do so through the Division of Patent and Technology Transfer in accordance with internal regulations.

3. The University only provides funding for invention patents, the guidelines for which are as follows:

The University may subsidize up to three R.O.C. patent applications per researcher per year (Plan I).

Those who meet both of the following requirements are eligible for subsidies for patent applications in foreign territories:

1) R&D outcomes represented by the researcher have undergone a technology transfer by the University with a value of NT$1 million or more.

2) The patent application has been reviewed by two or more experts in writing and has been approved by the Patent and Technology Transfer Promotion Committee.

The cost sharing scheme will be the same for both domestic and foreign applications for the same patent.

1. Assignment of technology transfer royalties:

Royalty distribution shall be processed in accordance with Article 7 of NCHU’s Regulations Governing the Management and Utilization of Research and Development Outcomes.

Unless otherwise stipulated in a separate contract or other applicable regulations, royalties from the management, maintenance, utilization, and promotion of intellectual property rights derived from NCHU R&D outcomes will be distributed in the following manner after the necessary deductions are withheld in accordance with the Government Scientific and Technological Research and Development Results Ownership and Utilization Regulations:

Necessary costs fully borne by researchers or a third party with no contribution by the University (Article 5, Paragraph 1, Subparagraph 1): Researcher 80%–NCHU 20%.

Necessary costs partially borne by the University (Article 5, Paragraph 1, Subparagraph 3): Researcher 40%–NCHU 60%.

If a patent is licensed to multiple targets through non-exclusive licenses, royalties for the first of such licenses will be distributed in accordance with the preceding two subparagraphs. The University’s distribution percentage will be reduced by 10% for each subsequent license until it reaches 20%, whereas the researcher’s distribution percentage will increase by 10% for each subsequent license until it reaches 80%.

Liquidated damages and compensation obtained by the University for its R&D outcomes due to a breach of contract or infringement will be distributed in the following ratio after deducting expenses paid to legal counsel and professional consultants: NCHU 100%.

Unless otherwise stipulated in a separate contract or other applicable regulations, royalty distribution ratios will remain the same even in the event of a researcher’s departure from the University due to separation, retirement, or death. If a researcher is unable to claim royalty payments themselves, their legal heir or a beneficiary designated in their will may do so on their behalf.

2. Methods of R&D results publication and release by faculty members:nFaculty members with R&D outcomes (patents and technical know-how) may submit an R&D Outcome Survey Form to the Division for announcement and promotion through various channels with the ultimate goal of finding opportunities for potential applications, transactions, collaborations, and matchmaking.

To apply for retirement, faculty members must submit a photocopy of their household registration transcript, postal savings passbook cover, and designated civil service pension account passbook cover; the original copy of their teaching certificate (if certified to teach at multiple levels of education, all valid certificates); and a 1-inch photo.

To apply for survivor’s benefits, the family of the deceased faculty member need to submit the original copy of a death certificate or a household registration transcript indicating the faculty member’s death, the household registration transcript indicating each surviving family member’s right to inheritance, and a transcript of each eligible family member’s individual household registration. A photocopy of the chief beneficiary’s bank account passbook (must be a postal savings account or designated civil service pension account) and proof of burial/cremation are also required.

1. Review procedures:

Reimbursements from the University are processed online. Users may log onto the online system through a web browser to handle matters related to procurement requests, reimbursement, procurement management, and budget inquiries. See below for more details:

1. Create an account: Log into the NCHU EZ-Come System > Online procurement requests > Check the functions you wish to enable > Automatic processing by the system > Procurement account created by the Office of Accounting.

2. Request a project number: You must request a project number in order to use any budget. All budget accounts are reserved for their intended use only and are identified by an internal project number. For example, NSTC project numbers are in the format of “111BXXXX”. Please have your project number ready when contacting the Office of Accounting in order to be referred to the competent case officer.

3. Procurement of property and reimbursement for travel expenses: NCHU Homepage > Office of Accounting website > Click on the application link (http://acc93.nchu.edu.tw/apswis_q/login_l_q.asp) > Log into the system with your credentials (your default password will be notified via email).

4. Print out the expenditure receipts form:

1) Prepare the form in the system, print it out, and attach invoices or receipts (original copies only) to the form.

2) The Division of Property Operation Management, General Affairs Office will be notified of procurements property and non-consumables. The NCHU Library will be notified of procurements of books. The Computer and Information Network Center will be notified of procurements of computer soft- and hardware. The Division of Procurement, General Affairs Office will be notified of centralized procurement cases.

3) Reimbursements with a value of NT$150,000 or less should be signed off on by the unit director, processed by the aforementioned units, and submitted to the Office of Accounting for approval. Cases with a value of over NT$150,000 must be approved by either the NCHU President or an authorized proxy.

1) The NCHU R&D portal is designed to provide a comprehensive record of faculty members’ research, teaching, and service achievements and to facilitate the faculty evaluation process by enabling real-time access to detailed faculty profiles.

2) The portal is intended to integrate faculty members’ academic and research achievements with the University’s academic development plans.

3) Faculty members can export their research portfolio directly from the portal.

4) Academic units can export accurate performance statistics from the portal if their faculty profiles are complete.

5) Applications for academic research performance incentives and grants must be submitted through the portal.

2. First-time users of the portal are required to select their field of expertise on the “profile maintenance” page before being allowed access to the portal.

1.  All principal investigators and co-investigators must be quota-based, full-time personnel of the University.

2. The three types of research projects are as follows:

  • General research projects: The application period is in November–December each year. Exact dates will be announced by the NSTC.
  • New personnel research projects: Projects led by a domestic/international teacher or researcher who has fewer than five years of teaching/research experience or who has graduated with a doctoral degree in the past five years are eligible. Applications for such projects should be made upon the initial appointment date or within three years of the conferral of the doctoral degree and will be reviewed on an ad hoc basis. Limit one project per person.
  • Call-for-proposal projects: Please refer to announcements made by the NSTC.

3. Virement under an same approved budget may be processed in accordance with applicable regulations based on actual needs.

4. All principal investigators and researchers must complete at least six hours of academic ethics training.

Applicants must be teaching/research staff or first-level administrators at the University (including principal investigators of NSTC-funded projects).

  • The three types of recipients are:
  1. Chair professors: Including Distinguished Chair Professors and Chair Professors (limited to international science and technology personnel)
  2. Visiting scholars (limited to international science and technology personnel)
  3. Doctoral level researchers: Exceptional domestic or international science and technology personnel holding a doctoral degree

  • Only one subsidy is allowed per individual per fiscal year. Principal investigators of NSTC projects who already have an “international scholarly conference” account are ineligible to receive further subsidies.
  • Persons with a severe disability (supporting documents required) who must be accompanied by an aid in order to attend a scholarly conference may receive an additional subsidy to cover the aid’s travel expenses.
  • Conferences held in mainland China must be organized by an international academic organization (or chiefly organized by an international academic organization and co-organized by mainland China).
  • Recipients should file for reimbursement within one month of their return to Taiwan, and a conference report and account settlement form must be submitted to the NSTC’s system.

  • The subsidy covers flights and conference registration and is limited to the following amounts: NT$45,000 for conferences in Europe, Africa, or the Americas; NT$30,000 in Oceania, and NT$20,000 in Asia.
  • Each person may receive one subsidy per fiscal year.
  • Attendees of gender studies conferences and those serving in crucial roles at a conference may be granted an exemption from the preceding limitation. However, only airfare will be subsidized from the second conference onwards.
  • Please first write off any remaining balance of a project’s international travel expense account or apply for external funding before applying with the University.
  • Conferences held in Taiwan, Hong Kong, or mainland China by non-international organizations are ineligible.

Reimbursements from the University are processed online. Users may log onto the online system through a web browser to handle matters related to procurement requests, reimbursement, procurement management, and budget inquiries. See below for more details:

1. Create an account: Log into the NCHU EZ-Come System > Online procurement requests > Check the functions you wish to enable > Automatic processing by the system > Procurement account created by the Office of Accounting.

2. Request a project number: You must request a project number in order to use any budget. All budget accounts are reserved for their intended use only and are identified by an internal project number. For example, NSTC project numbers are in the format of “111BXXXX”. Please have your project number ready when contacting the Office of Accounting in order to be referred to the competent case officer.

3. Procurement of property and reimbursement for travel expenses: NCHU Homepage > Office of Accounting website > Click on the application link (http://acc93.nchu.edu.tw/apswis_q/login_l_q.asp) > Log into the system with your credentials (your default password will be notified via email).

4. Print out the expenditure receipts form:

1) Prepare the form in the system, print it out, and attach invoices or receipts (original copies only) to the form.

2) The Division of Property Operation Management, General Affairs Office will be notified of procurements property and non-consumables. The NCHU Library will be notified of procurements of books. The Computer and Information Network Center will be notified of procurements of computer soft- and hardware. The Division of Procurement, General Affairs Office will be notified of centralized procurement cases.

3) Reimbursements with a value of NT$150,000 or less should be signed off on by the unit director, processed by the aforementioned units, and submitted to the Office of Accounting for approval. Cases with a value of over NT$150,000 must be approved by either the NCHU President or an authorized proxy.

3. The University only provides funding for invention patents, the guidelines for which are as follows:

The University may subsidize up to three R.O.C. patent applications per researcher per year (Plan I).

Those who meet both of the following requirements are eligible for subsidies for patent applications in foreign territories:

1) R&D outcomes represented by the researcher have undergone a technology transfer by the University with a value of NT$1 million or more.

2) The patent application has been reviewed by two or more experts in writing and has been approved by the Patent and Technology Transfer Promotion Committee.

The cost sharing scheme will be the same for both domestic and foreign applications for the same patent.

1. Assignment of technology transfer royalties:

Royalty distribution shall be processed in accordance with Article 7 of NCHU’s Regulations Governing the Management and Utilization of Research and Development Outcomes.

Unless otherwise stipulated in a separate contract or other applicable regulations, royalties from the management, maintenance, utilization, and promotion of intellectual property rights derived from NCHU R&D outcomes will be distributed in the following manner after the necessary deductions are withheld in accordance with the Government Scientific and Technological Research and Development Results Ownership and Utilization Regulations:

Necessary costs fully borne by researchers or a third party with no contribution by the University (Article 5, Paragraph 1, Subparagraph 1): Researcher 80%–NCHU 20%.

Necessary costs partially borne by the University (Article 5, Paragraph 1, Subparagraph 3): Researcher 40%–NCHU 60%.

If a patent is licensed to multiple targets through non-exclusive licenses, royalties for the first of such licenses will be distributed in accordance with the preceding two subparagraphs. The University’s distribution percentage will be reduced by 10% for each subsequent license until it reaches 20%, whereas the researcher’s distribution percentage will increase by 10% for each subsequent license until it reaches 80%.

Liquidated damages and compensation obtained by the University for its R&D outcomes due to a breach of contract or infringement will be distributed in the following ratio after deducting expenses paid to legal counsel and professional consultants: NCHU 100%.

Unless otherwise stipulated in a separate contract or other applicable regulations, royalty distribution ratios will remain the same even in the event of a researcher’s departure from the University due to separation, retirement, or death. If a researcher is unable to claim royalty payments themselves, their legal heir or a beneficiary designated in their will may do so on their behalf.

2. Methods of R&D results publication and release by faculty members:nFaculty members with R&D outcomes (patents and technical know-how) may submit an R&D Outcome Survey Form to the Division for announcement and promotion through various channels with the ultimate goal of finding opportunities for potential applications, transactions, collaborations, and matchmaking.

1. In principle, each full-time faculty member of the University may receive the grant up to three times in their first 10 years of employment.

2. This grant is intended only for the procurement of instruments, books, and electronic resources. faculty member must first attempt to secure funding from external sources (such as the Ministry of Education, National Science and Technology Council, Council of Agriculture, Ministry of Health and Welfare, Ministry of Economic Affairs) before they apply for this grant.

The NCHU Art Center organizes art exhibitions and cultural exchanges, assists in the beautification of the campus, and works to improve faculty and students’ appreciation of art and strengthen their aesthetic education. The Center invites well-known local and international artists to hold exhibitions at the University after recommendation and approval by a consulting and review committee composed of experts and scholars. Each exhibition usually lasts about a month, and an average of eight art exhibitions are planned every year. According to Article 17 of the ‘Rules of Labor Health Protection,’ employers shall provide regular general health examinations for their employees based on the following conditions:

An investigation into occupational accidents reveals that the majority (>80%) of accidents are caused by human error or unsafe behavior.

The most effective way to prevent such accidents is through labor safety and health training. This training helps promote safe working methods and correct hygiene practices, thereby preventing losses or injuries caused by occupational accidents.

The investigations into occupational accidents found that ‘man-caused factors’ are the major reasons behind these incidents. Approximately 80% of unsafe actions originate from human activities.

The prevention and control measures rely on the promotion of “labor occupational health and safety education and training.” This education and training help establish safe working methods and correct hygiene concepts for employees, effectively preventing losses and damages caused by occupational accidents.

I am interested in a spot at the Startup@NCHU Innovation Center. How can I apply?

1. Eligibility check

At least one member of each startup team must be an NCHU faculty member, student, or graduate within the last five years. This individual must be a core member of the team.The startup team must have a creative product prototype or innovative business model and have completed a preliminary startup proposal, or possess an entrepreneurial technical team with tangible R&D results (such as patents and technical know-how) that can be readily commercialized.

2. Preliminary inquiries

The startup team representative makes a preliminary inquiry with the Center to determine the team’s eligibility and whether space is still available.

If everything goes well, the startup team can begin to prepare the application documents.The startup team representative may call or visit the Center in person to make the necessary arrangements.

1. Application for a new trademark:Units that wish to apply for a new trademark must complete a trademark registration application and present it to the Academia-Industry Collaboration Center, which will then submit it to the Trademark Committee for review. If a trademark is deemed necessary, the Academia-Industry Collaboration Center will submit an official application to the competent authority. All fees associated with the application, issuance, and maintenance of the trademark will be borne entirely by the applying unit.

2. NCHU trademark licensing:Use of the University’s emblems, logos, and trademarks require licensing. NCHU may seek damages and issue a cease-and-desist order against any unauthorized use of its emblems, logos, and trademarks.

1) Non-commercial use:Only NCHU units, faculty/staff/students, clubs, and alumni associations may request non-commercial use of the University’s emblems, logos, and trademarks. Except for use on business cards and official documents/letters, which requires no application, users must submit a non-commercial use license application and affidavit to the Academia-Industry Collaboration Center for approval, and they may only use such emblems, logos, and trademarks within the scope of license.

2) Commercial use:Users must submit a commercial use license application and proposal to the Academia-Industry Collaboration Center. The Trademark Committee will determine the scope of the license upon review. The associated costs will be borne by the applicant (if they are not affiliated with NCHU). Each application requires a review fee of NT$20,000 to be paid by the deadline indicated on the written notice issued by the University.

It’s Foreign Student Insurance (International Students’ Group Medical Insurance). FSI is provided for the foreign students who are not eligible for National Health Insurance. A foreign student who does not have NHI is mandatory to enroll in the FSI plan, and the fee will be included in the tuition bill.

Rights and Responsibilities for International Students(Foreigners) Joining the National Health Insurance (NHI).
Program of the R.O.C.Foreigners with an Alien Resident Certificate (ARC) who have resided in Taiwan for more than six months are required to enroll in the National Health Insurance (NHI) program. (Within the six months, if the applicant leaves Taiwan for 2 times and more, or the departure time is longer than 1 month, the period will be recalculated.)

It’s Students Safety Insurance. SSI is required as the basic insurance plan for all registered NCHU students. All NCHU degree-seeking students are required to enroll in the SSI plan every semester.

Upon their arrival in Taiwan, non-resident aliens who wish to open a bank account, file for (income) taxes, or apply for a driver’s license must apply for a “unified identification number for foreign nationals” with the National Immigration Agency of the Ministry of the Interior by filling out the Basic Information Form for the Application of a R.O.C. Unified Identification Number.

International students must obtain an alien resident visa at the Taiwan consular office in your home country before entering Taiwan. You must then apply for an alien resident certificate (ARC) on the (Ministry of the Interior) National Immigration Agency website within 15 days of your arrival. Regular international students should be able to obtain an ARC that is valid for anywhere from 1 to 3 years, which may be renewed upon expiry.

Work Permit (2)

International students who wish to work in Taiwan (including in NCHU laboratories) for additional income must apply for a work permit. Once all tuition and fees are paid for the semester, students may apply online for a work permit valid for 6 months. Each student may work up to 20 hours per week (excluding summer/winter vacation). Violators’ permits will be revoked.

Documents required to apply for a work permit: International faculty members should submit a headshot, valid passport, proof of their highest level of education, and copy of their letter of appointment (please print on both sides) and minutes of the University Faculty Evaluation Committee (all documents shall be submitted electronically in PDF format) to the Personnel Office for processing at least 10 days before the initial date of appointment.
